National Core Technologies (NCTs)
Technologies that can lead to serious negative consequences in terms of national security and economic growth if leaked abroad. Currently, 75 technologies have been designated as NCTs (as of July 2021) ※ Refer to the attached 「Notice regarding the Designation of NCTs」 for the full list.
National Core Technologies Determination Process
Stage 1 : Self-Determination
- Description : The researcher determines whether their technology is included in the NCT list (produces unofficial determination results) Link
- Results ① Not Included Fill out a self-determination report (detailing the results) and notify the RSAT → End
Stage 2 : Professional Determination
- Description : If the technology is deemed to be “Included” in the NCT list or “Uncertain (Vague),” the researcher must apply for a MOTIE professional determination (produces official determination results)
- How to apply : Fill out the 6 application forms1) → Submit to the RSAT → Apply for professional determination (MOTIE) → Receive professional determination results*

Export Approval · Declaration
- When providing/transferring NCTs belonging to KAIST to an overseas organization, you must receive export approval from the Minister of Trade, Industry and Energy or submit an export declaration.
- This procedure is necessary when exporting technologies that are professionally determined by MOTIE as NCTs.

- NCTs developed with funding from the government’s R&D budget require approval from the Minister of Trade, Industry and Energy prior to being exported.

Technologies Exempt from Export Approval and Declaration
- If Article 25 of the Industrial Technology Protection Guidelines is applied, NCTs do not require export approval/declaration
Exemptions
- Technologies that have been disclosed to the public or technologies featured in overseas seminars, conferences, or presentations etc. for the purpose of being revealed (refer to the table below).

- When researchers of domestic companies or university professors etc. participate in research projects being carried out by overseas companies or institutions that are unrelated to NCTs, or when they participate in research projects that do not involve the actual transfer of NCTs.
- Minimal technology details required for the application/registration of overseas patents, including application specifications and supplementary materials (including written statements when rejected).
